MEASURING THE RESILIENCE OF BULGARIAN SOCIETY AGAINST MISINFORMATION AND DISINFORMATION
Colonel Assos. Prof. Petko Dimov, DSc.
Rakovski National Defence College
Abstract: The document examines the resilience of Bulgarian society against informational influence and disinformation, which are key aspects of modern hybrid conflicts. The research aims to create an innovative model for assessing this resilience through a comprehensive index that includes informational, social, cultural, and civic components. The methodology is based on a literature review, data collection, and analysis from various sources, and the construction of an index using structural equation modelling and multivariate analysis. The results highlight the need to integrate informational, social, and cultural resilience to develop effective national security strategies.

PLANNING – BASIC FUNCTION
OF LEADING
Colonel Silviu-Iulian Gimiga
“Carol I” National University of Defence – Bucharest (Romania)
Abstract: The role, place, and necessity of planning are unequivocally extremely important in the context of today’s operational environment. Analyzing and transforming information gathered and lessons learned into realistic, workable, concrete planning products leads military managers and commanders to make unquestionable decisions. Sometimes the limits of planning can be determined by the insufficiency of technologies or the incompatibility of planners, a fact that can be corrected by finding very simple strategies and directions for improvement. The success of an action, or military activity is not the merit of a military or civilian leader but the sum of creations, of comprehensive approaches, of the interpretation of information gathered, and last but not least, the capacity of those who value the prepared plans.

FOREIGN LANGUAGE CAPABILITIES
OF THE BULGARIAN ARMED FORCES
Colonel Dr. Dimitar Tashkov,
Diana Borimechkova, PhD student
Rakovski National Defence College
Abstract: Current national strategic documents and regulations frame foreign language training in the Armed Forces within the context of interoperability, emphasizing English as the common operational language for communication and standardized terminology within NATO. Beyond interoperability, foreign language proficiency is essential for military diplomacy, intelligence, and participation in joint missions and operations. This article explores the role of foreign language capability as an integral component of the Armed Forces’ overall capabilities. For this purpose, the conceptual hierarchy in this domain has been refined, justifying foreign language capability as a crucial element within the NATO capability planning model DOTMLPFI.

COMPARATIVE ANALYSIS OF THE “LESSONS LEARNED” EXTRACTING MODEL IN NATO AND THE ARMED FORCES
OF THE REPUBLIC OF BULGARIA
Colonel Zarko Zdravkov
Rakovski National Defence College
Abstract: The report presents a comparative assessment of the implementation of the “lessons learned” process in the Armed Forces of the Republic of Bulgaria compared to that in NATO. The NATO process is perceived as leading and the extent to which the national process is adequate to it is assessed. Proposals are made for measures that would increase the adequacy, and hence the effectiveness, of the process in the Armed Forces of the Republic of Bulgaria.

THE EVOLUTION OF POLITICAL THEORY IN INTERNATIONAL RELATIONS UP TO THE XXI CENTURY
Dimitar Drinkov, Assist. Prof.
Rakovski National Defence College
Abstract: Thе study presents the main features of some of the most significant political philosophies in international relations of the second half of the twentieth century. The theories in question continue to be the main conceptual frameworks on the basis of which the complex and dynamic processes in the system of international relations are analysed. At present, we could distinguish a tendency towards mutual enrichment and, consequently, mutual compromise between the existing theoretical concepts.

Krasimira Chakarova
Rakovski National Defence College
Abstract: The article presents the results of the study of the organization of the supply and maintenance of the combat ammunition in the Bulgarian Army, based on a methodology developed specifically for the needs of the study. The paper presents an analysis of the current state of the subsystems for supply and maintenance of ammunition as part of the logistics system of the Bulgarian Army. The existing problematic issues are revealed and, on this basis, justified proposals for their solution are formulated and the directions for the improvement of the logistic support system are outlined.

EARLY WARNING SYSTEMS IN CASE OF CRISIS
Daniela Baleva, Assoc. Prof.
Rakovski National Defence College
Abstract: The article presents the main characteristics of early warning and reporting systems and the specifics of this system in the Republic of Bulgaria. The results of a survey on the acquaintance of the population with the signals of system and its following reaction is presented. The chi square method is used to investigate dependencies between different variables.

DESIGNING MICROWAVE DEVICES IN ANTENNA MAGUS SOFTWARE TO INCREASE EFFICIENCY AND OPTIMIZING SECURITY SYSTEMS
Dr. Yoana Ivanova, Assist. Prof.
New Bulgarian University
Abstract: The aim of the paper is to present an algorithm for the design of microwave devices, whose parameters and characteristics can contribute to improving the functionalities of security systems. Given that there is a wide variety of antennas, the key highlights of the research are primarily related to the design concept of microwave devices with a view to their subsequent implementation in security systems. The comparative analysis of basic parameters that characterize conventional antenna devices can contribute to upgrading the conceptual design based on the theoretical framework to the next higher level of realization of functional prototypes that can satisfy the requirements of increasing the effectiveness of security systems after testing and optimization.

GUIDELINES FOR AUTHORS
The purpose of these Guidelines is to ensure the highest possible visibility of published texts in scientific databases.
The guidelines have been developed in accordance with the current BDS ISO 690:2021 standard – Guidelines for bibliographic references and citations to information resources.
Voenen Zhurnal scientific journal only considers manuscripts that have not been published, or submitted for publication, in another journal. A submitted manuscript that does not fit the journal’s subject matter, or is not formatted according to the Guidelines, will be rejected without going through the anonymous review process.
The manuscript should contain original ideas and scientific results. Detailed presentation of theoretical statements, concepts or definitions freely available from other sources is discouraged. The journal reserves the right not to publish a manuscript found to have high similarity rate.
The manuscript should cite only references used in the text. Self-citations, as well as citation of sources not used in the text, do not contribute to the scientific impact of the manuscript.
A standard word processing program should be used to format the manuscript. Appendices in the form of graphs, tables, or illustrations must be readable and processable with programs commonly used for such purposes.
Preferably, manuscripts should be sent electronically as an attachment to the accompanying e-mail – to the e-mail address: zhurnal@rndc.bg. In the same email, the author should explicitly declare that the manuscript has not already been published or submitted for publication in another journal and that the text does not contain classified information.
Decision on publication will be taken based on the reviewers’ opinion. Editors may edit manuscripts when necessary.
Manuscript should be deemed accepted for publication when the author receives a letter of confirmation.
