MISSION

Training of Bulgarian and foreign military and civilian personnel in targeted and job‑specific qualifications, which will provide them with opportunities to develop and maintain competencies in the field of integrated logistics according to NATO standards.

OBJECTIVES

– Providing knowledge and skills to improve the qualifications of military and civilian personnel (Bulgarian and foreign) in the field of logistics;

– Aligning the package of knowledge and skills provided to trainees with the highest national and international standards in logistics and achieving comparability with similar NATO centers;

– Providing expert support to countries in the region during their accession process to NATO in the field of military logistics, including after their admission to the Alliance.

BEGINNING

At the eighth meeting of the Joint Bulgarian‑French Commission held in 1999, a decision was made that, in the field of logistics, France would provide consultants to perform coordinating functions at the General Staff and the Command of the 2nd Army Corps. In the same year, implementation began on the adopted „Logistics Project“ to support the Bulgarian Army in the process of reforming the logistics system. In December 2002, the twelfth meeting of the Joint Bulgarian‑French Commission was held. At this meeting, at the proposal of the French side, the intention was announced, if the Bulgarian side expressed interest, to establish a Regional Logistics Center at the Rakovski National Defence College.

In April 2004, instructors visited logistics centers and schools in the French Republic to exchange experience in support of creating the logistics center, as well as to become familiar with logistics education in France.

A course by French specialists on the Force Management Information System was conducted at the Rakovski National Defence College in May 2005.

With the assistance of French specialists and instructors from the School of Logistics and Transport in the city of Tours, the following training programs were discussed and developed:

On 4 May 2005, His Excellency, the French Ambassador Yves Saint‑Jour, inaugurated the Regional Logistics Center.

DEVELOPMENT

Over the years, more than 1300 Bulgarian officers, NCOs, cadets, and soldiers have been trained, as well as foreign officers from Albania, Armenia, Bosnia and Herzegovina, North Macedonia, Romania, and Croatia.

In November 2006, the first international course, “Policy and procedures for preparing logistics personnel for participation in missions,” was held at the Regional Logistics Center. It was opened by the Defense Attaché of the French Republic in Bulgaria, Lieutenant Colonel Vladimir Mikulinski.

At the beginning, a number of courses were conducted on the NATO logistics system “LOGFAS,” with participants from the Ministry of Defense, operational units, and military units of the Bulgarian Army.

A system of short‑term courses has been established, aimed at developing professional skills needed for specific positions, combined with courses for targeted qualification to acquire concrete knowledge and abilities.

Highly qualified personnel are being trained, with competencies for improving the structure and organization of the national logistics system and achieving interoperability with NATO. Specialists are being professionally prepared to work in NATO logistics structures and to operate effectively in a multinational environment.

Training continues for logistics personnel to work with the NATO logistics planning system “LOGFAS” and its subsystems and modules “LOGREP,” “ADAMS,” “CORSOM,” “EVE,” “SPM,” and “SDM.”
