The Department of Distance Learning, Language Training, and Qualification (DLLTQ) is a core unit of the Rakovski National Defence College. Its mission is to organize specialized training for military personnel participating in peacekeeping operations under the auspices of the UN, NATO, and the EU. The Department also organizes and conducts postgraduate qualification courses and enhances the language proficiency of trainees. It develops ALCPT tests and examinations in accordance with STANAG 6001 in English, French, Russian, and Bulgarian. The Department maintains capabilities for conducting computer-assisted exercises, simulations, and modelling. It also administers and coordinates distance learning activities carried out by the main academic units of the College.

The Department maintains extensive international cooperation. It was the leading institution in the Erasmus+ Strategic Partnerships in Higher Education project titled „Hybridisation of Specialised English Learning for Security Professionals,“ in collaboration with the Swedish Defence University and the Portuguese Military College.
