ABOUT RNDC
The Rakovski National Defense College was founded in 1912 by Decree № 26 of Tzar Ferdinand I and an Act of the National Assembly.
During its long history the oldest higher military educational institution in Bulgaria, whose patron is the Bulgarian revolutionary, scholar and public figure Georgi Stoykov Rakovski, has established itself as a natural environment for the development of education and scientific research in the area of warfare and national security.
A key aspect of the RNDC activities is the regular organization of scientific research forums featuring both Bulgarian and international participants. In recent years, there has been a noticeable trend of increasing the scientific impact of annual conferences.
The theme of the upcoming annual scientific forum of RNDC is:
„Defense and Security in the Age of Dramatic Changes“.
This topic is particularly relevant in the context of the war in Ukraine, the conflict in the Persian Gulf, NATO’s decision to strengthen resilience, and the European Union leaders’ resolution to develop defense capabilities.
The Annual Scientific Conference organized and hosted by RNDC will be held on November 5–6, 2026, in Sofia.
The collection of proceedings of the conference is indexed in the Central and Eastern European Library (CEEOL) and National Centre for Information and Documentation in Bulgaria (NACID).
Conference Panels
- Geopolitical and political dimensions of defense and security in the changing world;
- Capabilities, strategy and operations to answer the new challenges;
- Education, training and scientific research for a pro-active adaptation of security and defense systems.
Paper Submission
Authors are invited to submit unpublished and original papers that are not under consideration for publication at other conferences or journals. The papers are required to contain original scientific, expert or applied results of the authors. The authors should submit papers that present applications of theoretical methods in solving engineering problems, new devices and/or systems, results of own experimental research, new approaches or solutions to existing problems, etc. All submitted papers are subject to review, but the authors are responsible for the originality and quality of their papers. Submissions will be checked for plagiarism using plagiarism detection software.
Each participant may submit up to two papers within the thematic areas of the Scientific Conference, either as an author or co-author. Papers should be prepared in Word format and must be between 6 and 12 pages in length, with a recommended volume of 20,000 characters including spaces.
Submissions should be made via the registration form by August 21, 2025.
The final deadline for paper submissions is September 30, 2025. After this date, no further papers will be accepted.
Each article has to be submitted via submission form. Papers that do not comply with the instructions will not be accepted.
The maximum number of reports that can be submitted, including co-authored ones, is two.
The author of each accepted paper is required to register, present the paper, and pay the conference fee.
In the case of a co-authored paper, only one of the authors is required to register.
The final conference program will be provided to participants upon registration.

CONFERENCE FEES
- The participant fee must be made after an approval has been received. Approval will be received until October 12, after the paper approval procedure has been completed.
- The maximum number of papers that each author (individually or in co-authorship) can pay for is two.
- The deadline for payment of the papers for participation in the scientific conference is determined after confirmation of approval for publication of the report, but no later than October 19, 2026.
- The participation fee for one paper in the scientific conference for external participants is 70 EUR including VAT. Co-authors of the reports pay the full fee.
- The participation fee for two papers in the scientific conference for external participants is 100 EUR including VAT.
- The participation fee in the scientific conference for students is 30 EUR including VAT.
- The participation fee without a paper in the scientific conference for external participants is 30 EUR including VAT.
- The fees are to be transferred to the bank account of the Rakovski National Defence College.
