Scientific section „Strategic Security and Defence Studies“

The Strategic Studies section is a unit for conducting scientific and applied research and developing long-term forecasts for the development of military-political, strategic, doctrinal, conceptual, social, and organizational aspects of defence and security, with a view to applying the results to improve the curricula and plans of the Rakovski National Defence College.

MISSION, FUNCTIONS, TASKS

Mission

The mission of the section is to conduct scientific research, prepare analyses and forecasts in the field of defence and national security to support the development and implementation of policies, doctrines, concepts, programs and plans for the development and use of the armed forces and to improve the effectiveness of the educational process at the Rakovski National Defence College.

Main functions:

• Conducting scientific and applied research on the strategic security environment and the impact of changes on the development of the regulatory framework of the defence and national security system, the establishment and use of the armed forces;

• Conducting scientific research, analysis, and forecasting of main trends in the development of national and allied defence and security policies;

• Conducting scientific and applied research in the field of management, construction, training, and use of the Armed Forces of the Republic of Bulgaria and supporting the development of doctrines, concepts, programs, and plans for their development;

• Organizing and conducting sociological research within the structures of the armed forces and the Bulgarian Army;

• Participating in scientific research and research projects of the DARI with structures of the armed forces and the Bulgarian Army;

• Participation in national and allied research projects in the field of defence and national security;

• Conducting scientific and applied research, analyses and recommendations for improving the plans, programmes and quality of education at the Rakovski National Defence College.

Tasks

• Researches and analyzes changes in the security environment in the region and worldwide to support the adaptation and development of new national conceptual and doctrinal documents;

• Researches the impact of challenges, risks, and threats to national security on the development and use of armed forces’ capabilities to counter them;

• Develops methodologies for researching, reviewing, analyzing, and evaluating the planning and use of policy and capabilities in the defence and national security system;

• Studies the processes of building and using allied capabilities in NATO and the EU, the national capabilities of member states and partners, and opportunities for applying good practices in building and using the capabilities of the Bulgarian Armed Forces;

• Researches the processes of review, planning, building, and adapting the capabilities of the armed forces, including Bulgaria’s contribution to the building and use of NATO and EU capabilities;

• Provides scientific and methodological support for the processes of reviewing and developing policies, strategies, doctrines, and concepts for the development and transformation of the armed forces;

• Prepares scientific and expert analyses, forecasts, and assessments of the development of challenges, risks, and threats to national security and their impact on the development and use of the capabilities of the armed forces;

• Provides scientific and applied methodologies for research and assessment of the development of the organizational structure and command and control system of the armed forces;

• Develops scientific and applied methodologies, organizes and conducts sociological research in the Armed Forces and the Bulgarian Army;

• Develops scientific and applied methodologies, organizes and conducts research on the employment of graduates and assesses the competitiveness of the Rakovski National Defence College in the national education system;

• Develops scientific and applied methodologies, organizes and conducts research on the quality of education at the College;

• Participates in the educational process at the Rakosvki National Defence College, independently and/or jointly with other educational units of the College;

• Conducts training for the acquisition of educational and scientific degrees „doctor“ in accredited doctoral programs.

• Participates in scientific research and expert forums, training courses in the field of defence and national security;

• Provides information in the „Lessons Learned“ section for building and maintaining a database for systematizing, storing, and using lessons learned and experience from building capabilities and using the armed forces.
