The mission of the section is to provide scientific support for the implementation of policies, programs, and plans for scientific research, to improve the processes of academic staff development and doctoral student training at the Rakovski National Defence College.

• Organizing and conducting applied scientific research to improve quality and achieve significant results from the scientific research activities carried out at the Rakovski National Defence College;

• Monitoring, summarizing, and reporting on the scientific research activities carried out at the College;

• Organizing, administering, and coordinating the procedures for obtaining scientific degrees at the College;

• Organizing, administering, and coordinating the procedures for filling academic positions at the College.

• Researches and analyzes objective data for managing the dynamics of the quality of academic staff development and research activities at the Rakovski National Defence College and provides information and recommendations for their improvement;

• Researches, summarizes, adapts, and promotes national and allied best practices in the organization and management of research activities;

• Builds and maintains a database for systematizing and storing information about academic staff, doctoral students, and their publication activity;

• Maintains a database of doctoral students in the information system of the Ministry of Education and Science;

• Administers and coordinates the procedures for obtaining a doctoral degree and a doctor of science degree;

• Administers and coordinates the procedures for filling academic positions at the Rakovski National Defence College;

• Organizes the deposit of defended dissertations and their abstracts in the National Library „St. St. Kiril and Metodiy“ and information cards for defended dissertations in NACID;

• Organizes the issuance and registration of diplomas for educational and scientific degrees „doctor“ and scientific degrees „doctor of science“ in accordance with the Law on the Development of Academic Staff in the Republic of Bulgaria;
• Organizes the issuance of certificates to persons holding academic positions at the Rakovski National Defence College;

• Coordinates and cooperates with other sections of the DARI;

• Organizes and conducts training courses in the subject area of the scientific section;

• Prepares quantitative and qualitative analysis of the academic staff’s performance of scientific research tasks and analysis of the doctoral training of military and civilian employees/persons;

• Prepares reports on the publication activity of the academic staff and reports in preparation for the College’s institutional and program accreditation;

• Maintains the accuracy of the information in the Register of Scientific Activity in the Republic of Bulgaria for the academic staff of the Rakovski National Defence College, in the Register of Graduates and Doctoral Students and the Register of Persons who have obtained an educational and scientific degree of „doctor“ and/or a scientific degree of „doctor of science“, of defended dissertations and of habilitated persons in the Republic of Bulgaria.
• Develops scientific and applied methodologies, organizes and conducts research to support the development of academic staff and doctoral training at the Rakovski National Defence College;

• Participates in the educational process at the Rakovski National Defence College, independently and/or jointly with other educational units of the College;

• Conducts training for the acquisition of educational and scientific degrees „doctor“ in accredited doctoral programs;

• Participates in the conduct of scientific research and expert forums, training and qualification courses in the field of defence and national security.
