The Scientific Section „Doctrines, Concepts, and Lessons Learned from practice“ is a primary unit within the Defence Advanced Research Institute for conducting scientific and applied research in the field of developing doctrines, concepts, and lessons learned. The aim is to provide scientific and expert support for the process of developing doctrines and concepts to ensure the programs and plans for the development and operational use of the Armed Forces (AF) of the Republic of Bulgaria. The section supports the analysis and application of research results in training at the Rakovski National Defence College and in the training exercises of the Armed Forces Training and Exercise Program, as well as in preparing the Armed Forces for participation in operations.
MISSION, FUNCTIONS, TASKS
Mission:
The mission of the section is to create, adapt, and apply scientific research and applied tools and expertise for scientific and expert support to the Ministry of Defence, the Bulgarian Army, and the Rakovski National Defence College in the field of developing concepts and doctrines and lessons learned from practice.
Main functions:
• Collects, analyzes, provides, and publishes knowledge to support the development and implementation of doctrines and concepts for the establishment, training, and operational use of the Armed Forces of the Republic of Bulgaria in the performance of their main missions.
• Provides scientific support and methodological assistance in the process of extracting and applying lessons learned from practice in the Ministry of Defense, the Bulgarian Armed Forces, and the Rakovski National Defence College.
• Maintains a database by collecting, analyzing, systematizing, and publishing experience and lessons learned from practice in building administrative and defence capabilities and the use of the armed forces;
• Conducts, within its area of competence, scientific research through research projects of the DARI, the Rakovski National Defence College, the Ministry of Defense, the Bulgarian Army, other structures of the armed forces, allied and coalition formats;
• Develops, tests, and applies scientific and applied tools in the research system of the section, the Institute, and the Academy;
• Develops lessons learned from practice to improve the work of the Rakovski National Defence College and develop training plans and programs;
• Builds and maintains links within the command and control system of the Armed Forces of the Republic of Bulgaria, as well as with allied centers for lessons learned and centers of excellence of NATO, the EU, and member states;
• Promotes experience in publications and participation in scientific research and expert forums, training and qualification courses.
Tasks:
• Assists in conducting analyses in the process of developing and updating concepts and doctrines in the Ministry of Defence, the Bulgarian Armed Forces, and the Rakovski National Defence College;
• Provides scientific support and methodological assistance for the development and updating of concepts and doctrines in the Ministry of Defence, the Bulgarian Armed Forces, and the Rakovski National Defence College;
• Develops models and methodologies for researching the effectiveness of capacity building in the defence and national security system;
• Conducts research to keep the model for extracting and applying lessons learned from practice in the Ministry of Defence, the Bulgarian Armed Forces, and the Rakovski National Defence College up to date;
• Provides scientific support and methodological assistance in the process of identifying, analyzing, formulating, applying, and sharing lessons learned from practice in the Ministry of Defense, the Bulgarian Armed Forces, and the Rakovski National Defence College;
• Conducts observations, identifies lessons, prepares recommendations for their application and sharing in the defence and national security system;
• Researches, summarizes, disseminates, and promotes the experience gained from the transformation of the Armed Forces by improving the process of extracting and applying lessons learned within NATO and the EU;
• Organizes and participates in forums for sharing experience within the Armed Forces of the Republic of Bulgaria, NATO and the EU;
• Participates in the educational process at the Rakovski National Defence College, independently and/or jointly with other educational units of the College;
• Conducts training for the acquisition of educational and scientific degrees „doctor“ in accredited doctoral programs;
• Participates in scientific research and expert forums, training and qualification courses in the field of defence and national security.
